Denise Lee is a dedicated accounting professional with experience in bookkeeping, financial reporting, budget management, payroll support, and grant accounting. She holds an Associate of Applied Science in Accounting from New River Community College, where she graduated with a 4.0 GPA, earned Dean’s List honors, and was inducted into Phi Beta Kappa. Denise is known for her attention to detail, integrity, and commitment to helping organizations maintain strong
financial practices. She currently serves as an Accounting Technician with New River/Mount Rogers Workforce Development Board.

Outside of work, Denise enjoys serving in her church, spending quality time with her family, game nights with friends, and challenging herself with Sudoku puzzles. She values faith, community, meaningful relationships, and making a positive impact in the lives of others.

Passionate about workforce development and mentorship, he has dedicated time to guiding and supporting at-risk youth, helping students build confidence, develop trade skills, and prepare for successful careers in the construction and manufacturing industries. Sherri has proudly served on the Workforce Development Board since March 2024, bringing a strong background in education, communication, business, and workforce support. She holds a Bachelor’s degree in Interdisciplinary English from Emory & Henry University, a Virginia Teaching License, and an Associate’s degree in Business Administration from Virginia Highlands Community College.

With more than 20 years of experience in public and private education, along with over five years in customer and client support, Sherri is passionate about helping individuals achieve personal and professional success. Her experience supporting online learner experiences and training reflects her commitment to workforce readiness, community development, and creating pathways to opportunity for individuals and families throughout the region.

Outside of her professional work, Sherri enjoys spending time with her family and making memories through travel and adventure.

Reneé Sturgill

Reneé Sturgill has been with the Workforce Board since 2014. She holds an Associate’s degree in Paralegal Technology and a Bachelor’s degree in English. Prior to joining the Board, Reneé worked in Adult Education as a GED test coordinator and proctor. Since working through the full lifecycle of many different grants, she has gained considerable experience in various aspects of fiscal grant management and administration. She values a team-oriented, never stop learning approach, and takes pride in the Board’s mission and upholding excellence in all financial operations.

Marty Holliday

Marty Holliday’s career spans both private industry and public workforce systems. She began her career in the ceramic tile industry, moving into sales, operations, and regional management roles at a time when few women worked in those spaces.

Since joining the New River/Mount Rogers Workforce Development Board in 2001, Marty has helped transform the organization from a compliance-focused system into one built on
partnerships, business engagement, and regional collaboration. She facilitated the development of sector strategies and partnerships, advanced workforce programs that fill skills gaps, and supported major grant initiatives that brought substantial workforce development investment to the region. She served as Executive Director for 10 years.

Now serving part-time as Special Projects Manager and COO of the New River/Mount Rogers Workforce Development Foundation, Marty continues to focus on initiatives that connect workforce, education, and industry. She is known for asking practical questions, challenging assumptions, and ensuring that strategies remain grounded in the realities facing businesses and communities.

Marjorie Martin

Marjorie Martin serves as a System Navigator, bringing over 20 years of public sector experience and a lifelong passion for community service to her role. After earning her Business Management degree with honors from New River Community College, Marjorie has focused her career on helping others achieve their goals through targeted training and resource coordination. She is known for her collaborative approach and her dedication to seeing participants succeed in the workforce. An active volunteer at Shady Grove Church, Marjorie also enjoys traveling, quilting, and spending time with her loved ones.

Madison Matney

Madison joined the board in July of 2021 and currently serves as the Finance Technician,
bringing a strong focus on accuracy and efficiency to her role. Her strengths include attention to detail, advanced Excel skills, and finding practical solutions to financial challenges. Prior to her current position, Madison gained valuable experience in customer service and case management, which strengthened her communication, organization, and relationship-building skills. These experiences continue to benefit her current role by helping her effectively support staff, manage complex processes, and provide responsive assistance when needed. She takes pride in supporting the organization’s mission by ensuring financial processes run smoothly and effectively.

Madison and her husband, Bradley, live in Bristol with their son, Taysum, and two Labrador retrievers. In their spare time, they enjoy playing pickleball, going to the park, playing golf, and spending time at the beach or lake with family and friends.

Kimberly Simmons

Kimberly Simmons is a workforce development and economic development professional with more than 20 years of experience building partnerships between businesses, educators, workforce organizations, and community stakeholders. As Business Services Coordinator for the New River/Mount Rogers Workforce Development Board, she leads regional business engagement initiatives, develops customized workforce training solutions, and helps employers address evolving talent and workforce challenges.

Throughout her career, Kimberly has successfully managed business retention and expansion programs, coordinated grant-funded workforce initiatives, conducted economic and statistical research, and facilitated collaborative projects that strengthen regional economies. She has played a key role in designing incumbent worker training programs, organizing large-scale business events, and connecting employers with resources that support workforce growth and innovation.

Kimberly holds a Bachelor of Science in Mathematics with a concentration in Statistics from Radford University, graduating summa cum laude. She is a SHRM Certified Professional (SHRM-CP), a Certified Business Engagement Professional, and a Six Sigma Yellow Belt. Her expertise spans workforce development, business engagement, economic development, grant management, strategic partnerships, and talent development.

Kathy Pickel

Kathy Pickel joined the Workforce Development Board in 2020 and currently serves as Program Coordinator. She holds a Master of Social Work degree from East Tennessee State University and brings more than five years of experience in workforce development, project management, and case management. In her role, she works with staff and community partners to manage workforce and grant-funded initiatives, supporting program operations, compliance, reporting, and participant success. Her experience includes working with justice-involved individuals, people in recovery from substance use disorders, and Social Security beneficiaries participating in the Ticket to Work program.

Outside of work, Kathy enjoys spending time with her daughter, participating in church activities, and supporting youth development through Scouting America. She is committed to strengthening communities and helping individuals access pathways to opportunity, purpose, and long-term success.

John Lowery, Jr.

John Lowrey has been with the Workforce Board as an Instructor Specialist for four and a half years, with a bachelors degree in business, Computer, and Information Technology. John also holds a masters degree in counseling and human development from Troy University and an engineering certification from AstraZeneca.

John specializes in HBI construction training and is an OSHA Instructor for 10,30, training and has worked with the Virginia state prison system, training participants in construction, Trauma Reboot, and re-entry programs. John also works with the workforce board to deliver a variety of grant-funded training programs that serve diverse communities.

Inspired by his upbringing as a Ministers child in the Baptist church, John is deeply committed to giving back and helping others in need. John was married for 12 years, has three children, and enjoys bowling and traveling in his free time.

John joined the board in 2026, as Business Services Coordinator. John enjoys working with businesses and employers in the region, to help them address their workforce needs. He has a Master’s degree in Political Science from Appalachian State University, where he studied Comparative Politics and International Relations, and a Bachelor’s degree from King University in Security and Intelligence Studies.

Prior to joining the board John’s work experience is quite diverse; having served as Executive Director for the Appalachian Council for Innovation, District Director for Congressman Griffith, and he is a 10 year Navy veteran. He also currently serves as a member of the Board for the Russell County Industrial Development Authority. The diversity, and experience John has gained across these roles have helped him to gain a deep understanding of employer needs and concerns, as well as a vast network of stakeholders and resources to help address those concerns.

In his spare time John enjoys spending time with his wife Crissy, and their four children. He enjoys hiking, camping, hunting, fishing, gardening and canning, and the outdoors in general. John has a passion for Appalachia, and Southwest Virginia. His goal is to leave it better than he found it, for future generations.

Della joined the Board in 2008 as part of the morning administrative staff while also working evenings with the New River Community College Office of Transitional Programs. After completing Middle College, she transitioned into a full-time role with the Board as Administrative Assistant, where she provided key support to the Executive Director and Workforce Board.

Through her dedication and years of experience, Della advanced to the role of Office Administrator, where she oversees daily office operations and helps ensure the organization runs smoothly and efficiently. She now serves as the Office Manager that is dedicated to creating an organized and productive workplace while continuously improving efficiency and supporting the success of the organization.

Crystal joined the New River/Mount Rogers Workforce Development Board in 2023 and works across multiple grant programs, with a primary focus on the YouthBuild grant serving youth ages 16 to 24. She is passionate about helping young people build skills, confidence, and opportunities for success. Crystal enjoys seeing participants grow and achieve their goals through the programs she supports. She is also a proud alumna of Wytheville Community College.

Billie Neel joined the Board in December 2025 and brings a strong background in workforce development, veteran services, and community support. She currently serves as a Workforce System Navigator, helping individuals overcome barriers to employment and connect with resources that support long-term success. Billie previously served as a Disabled Veterans Outreach Program (DVOP) Specialist under the Jobs for Veterans State Grant (JVSG) program, where she worked closely with veterans facing significant employment challenges. She holds a bachelor’s degree in business and human resources and is an Army veteran with a passion for advocacy, workforce readiness, and strengthening opportunities within her community. Billie lives with her husband of 20 years on his family farm in Bland County, where they enjoy rural life and caring for their animals.

Matthew joined the Board in 2026 as Communications Coordinator, bringing experience in video production and news photography. His background in visual storytelling helps him identify meaningful stories and communicate information clearly.

In his role, Matthew creates content for social media, email campaigns, press releases and other public-facing materials. He helps connect the Board’s programs and services with the communities it serves through clear, engaging communications.

Angi Chandler serves as a Program Manager for the New River Mount Rogers Workforce Development Board, bringing more than 30 years of experience in workforce development, operations management, customer service, and community engagement. She is passionate about helping individuals connect with education, training, and employment opportunities while building strong partnerships that support regional workforce growth. Angi is recognized for her leadership, dedication to service, and commitment to creating positive outcomes for the communities she serves.

Angi has been married to her husband Joe for 33 years and is the proud mother of one son and daughter-in-law. She also enjoys spending time with her four Yorkies. Outside of work, Angela enjoys volunteering at her church, cooking, fishing, spending time with her husband on their boat, beekeeping, and making memories with her family.

Jenny Bolte

Jenny joined the board in 2017 as Program Manager for a U.S. Department of Labor America’s Promise grant. She began serving as Deputy Director in 2019 and was appointed Executive Director in July 2025. With 30 years of experience in workforce development, adult education, and program leadership, she has dedicated her career to helping individuals overcome barriers to education, training, and employment opportunities.

Jenny holds a Bachelor of Science degree in English and a Master of Arts degree in English from Radford University. She is also a Certified Human Capital Coach and a Certified Trainer through the Aspen Institute’s Sector Skills Academy.

Throughout her career, Jenny has led and managed workforce and education initiatives serving disadvantaged, underserved, and at-risk populations across Southwest Virginia. Prior to joining the Workforce Development Board, she served in leadership roles with Goodwill Industries of the Valleys and New River Community College, following her early career as an English and Adult Education instructor.

Jenny has received numerous professional honors, including the Outstanding Leadership Award from the Virginia Association of Adult and Continuing Education, the Regional Workforce Development Leadership Award from the Virginia Community College System, and Educator of the Year from the Virginia Department of Education’s Adult Education and Literacy program.

Outside of work, Jenny enjoys writing Southern fiction and exploring stories rooted in the
people and landscapes of Appalachia.
